Kitsap Animal Rescue & Education (KARE)
KARE staff operate an onsite pet care center providing pet assessment, supplies, volunteer veterinary care, pet training and other supports. The emergency shelter allows up to 20 pets in shelter (10 dogs, 8 cats and 2 exotic pets, i.e. rabbits, ferrets).
Peninsula Community Health Services (PCHS)
PCHS operates onsite medical and dental clinics which allows shelter guests to access critical services in real time. As chronic formerly untreated medical conditions begin to lessen, shelter guests find wellness and are better able to access employment, secure housing and plan for their futures.
Agape’ Unlimited and MCS Counseling Group, LLC
Behavioral health crisis intervention, assessment, treatment and recovery support services are available onsite via a full-time Substance Use Disorder Professional (SUDP) and Licensed Mental Health Counselor (LMHC). These positions are integrated into the Kitsap Rescue Mission Services Team as we work together to best serve our shelter guests.
Kitsap Rescue Mission Services Team
The Kitsap Rescue Mission Services Team consists of Case Managers, Housing Navigators and Shelter Support Staff. Case Managers coordinate the shelter intake, community supports, and the Housing Stability Plan process in which shelter guests set goals and objectives during their shelter stay.
The Housing Navigator walks shoulder to shoulder with shelter guests providing them with guided assistance in researching and securing permanent housing opportunities, provides ongoing encouragement, and works with shelter guests for up to 45 days upon their exit from shelter to ensure a successful transition whenever possible.
The Shelter Support staff provide guest support and facility oversight 24 hours per day/7 days a week. All Kitsap Rescue Mission staff are considered leaders providing input, suggestions and ideas to ensure the smooth operation of the shelter and guest relations.
Our Emergency Shelter Model
The Kitsap Rescue Mission shelter is a low-barrier continuous-stay shelter meaning that once enrolled, shelter guests stay with the Mission until permanent housing can be secured and do not have to leave shelter during the day. There are two requirements for a successful shelter stay:
- Shelter guests agree to participate in the Housing Stability Planning process with their case manager
- Shelter guests agree to be good neighbors and follow guest guidelines.
By providing comprehensive onsite services we can assist in supporting the best outcomes possible for our guests.
The Kitsap Rescue Mission hosts a monthly Guest Council meeting which works directly with shelter guests who vote in an alternating Guest Chairperson and Guest Secretary quarterly (alternating leadership and encouraging advocacy) to share and discuss concerns, ideas and suggestions to ensure the smooth operation of the shelter and guest relations.
The Shelter Support staff provide guest support and facility oversight 24 hours per day/7 days a week. All Kitsap Rescue Mission staff are considered leaders providing input, suggestions and ideas to ensure the smooth operation of the shelter and guest relations.
All shelter inquiries and referrals go through the Kitsap Community Resources’ Housing Solutions Center. They are located at 1201 Park Avenue in Bremerton, or they can be reached at (360) 473-2035. In addition, when have filled out and submitted an application for shelter, you must contact the Housing Solutions Center directly for any updates.
Once your application has been approved by the Housing Solutions Center and you complete the shelter intake process with Kitsap Rescue Mission:
1. Continuous-stay emergency shelter around the clock.
Once you complete your intake into emergency shelter, you are considered a guest. Guests can stay at our safe, secure shelter located in the Pacific Building in Port Orchard, 24 hours per day/7 days per week. Our food services department serves 3 healthy nutritious meals and snacks daily. After 90 days of shelter, you will be required to submit a shelter “extension form” every 30 days thereafter should you need to extend your shelter.

- Case Management – Housing Stability Planning and Employment Development
- Assistance seeking and securing housing and housing subsidies
- Peninsula Community Health Services, Medical and dental clinic
- Substance use assessment, counseling and treatment
- Mental health assessment, counseling and treatment
- KARE, Pet Care and Training
- Transportation Assistance
3. Access to Laundry facilities
4. Hygiene and self-care products
5. Transportation Assistance
6. Spiritual encouragement and support if requested
